Mitigating Urban Informality: A Data-Driven Approach to Enhancing Public Policy Response Mechanisms

Abstract

Urban informality presents a persistent challenge to effective governance, particularly in rapidly growing metropolitan areas. This study employs a mixed-methods approach, combining quantitative spatial analysis using GIS technology and qualitative interviews with local stakeholders, to explore the dynamics of informality in urban settings. Our findings reveal significant correlations between socio-economic factors and the prevalence of informal settlements, suggesting that traditional policy frameworks have inadequately addressed the complexities of urban informality. Specifically, we identify three critical determinants – economic opportunity, socio-political engagement, and local governance capacity – that must be integrated into policy response mechanisms. The study highlights the importance of data-driven decision-making in policy formation, demonstrating that enhanced resource allocation and stakeholder engagement can improve urban resilience. These insights contribute to both the academic literature and practical policy applications, emphasizing the need for comprehensive strategies to mitigate the challenges posed by urban informality in contemporary governance.
