Evaluating the Impact of Decentralized Governance on Urban Policy Implementation: A Case Study of Smart City Initiatives in Barcelona

Abstract

This study examines the effectiveness of decentralized governance structures in the implementation of urban policy initiatives, specifically focusing on smart city projects in Barcelona. The research employs a mixed-methods approach, utilizing qualitative interviews with key stakeholders, coupled with quantitative analysis of project outcomes. The findings reveal that decentralized governance fosters enhanced citizen engagement and innovation, leading to more successful implementation of smart city initiatives. However, challenges related to coordination among various governance levels and stakeholder buy-in remain significant barriers. The implications of these findings highlight the need for policymakers to consider decentralized frameworks in urban governance to maximize the efficacy of technology-driven urban initiatives.
