A Comparative Evaluation of Policy Implementation Strategies in Global Climate Governance: Insights from Case Studies in the EU and North America

Abstract

In the era of climate change, effective governance and policy strategies are critical for mitigating adverse environmental impacts. This study investigates the comparative efficacy of various policy implementation approaches adopted by the European Union (EU) and North America in addressing climate governance challenges. Employing a mixed-methods framework, we utilize both qualitative case studies and quantitative analysis of policy outcomes from 2010 to 2023. Our findings reveal distinct variations in policy effectiveness, with the EU showcasing a more cohesive regulatory framework that resulted in a 25% higher compliance rate among member states compared to North American policies. Moreover, stakeholder engagement levels and public perceptions significantly influenced policy success. This analysis fuels the discourse on optimizing policy frameworks and contributes to the understanding of transnational climate governance effectiveness in a rapidly changing global landscape.
